No 2 Philippine Islands, Cavite duplex & on reverse Tacoma (23 Nov) arrival cds .............................................................................. 25 April 1898 saw the outbreak of the Spanish-American war but it was not until 4 Feb 1899 fighting occurred against US forces in the Philippines & although the insurrection was officially declared ended 4 July 1902 fighting continued specially on Mindanao where the Muslim Moros held out until 5 June 1913.

The first years of the 20th century were marked by the struggle to obtain greater democratic rights from the United States. The Foraker Act of 1900, which established a civil government, and the Jones Act of 1917, which made Puerto Ricans U.S. citizens, paved the way for the drafting of Puerto Rico's Constitution and its approval by Congress and Puerto Rican voters in 1952.
